I transmit herewith: but I may say generally that owing to the manner in which it has been conducted by Mr Seales, the Establishment of a regular test office has proved a misfortune, instead of an advantage to this Colony, and considering the vast importance of the subject to the Mercantile Community in China, I trust Your Lordship will urge the Post Master General to put the Establishment here on a efficient footing, and to send out, at his earliest convenience, detailed instructions on the several points before touched on by Sir Henry Pottinger, and on those to which I have ventured to call Your Lordship's attention in this Despatch.
